This is the solution that worked for me, after getting help from Turbotax tech support:
- Run the app as Administrator (see other comments in this thread about how to do that.
- In Windows settings > Display settings > Scale and Layout section:
- Set Display Resolution to the recommended resolution for your PC
- In the dropdown "Change the size of text, apps, and other items", set to 100%
