There is no carryover for 2019 if there is not at least a $3,000 loss for 2018.
When you sold the Mutual Fund and loss $3,280.73 you must have some gains from the mutual funds perhaps reported with the dividends that total over $300.
Otherwise your loss on the return would show a $3,000 loss.
Look over the 1099Div and you will probably see some capital gains.
