I don't know why it did that.  But if you are using desktop software (CD/download), you can also print out the voucher and Filing Instructions in Forms Mode.

 

Open your return.  Go to Forms Mode, and you can print the Filing Instructions and 1040-V voucher.  The Filing Instructions should tell you where to mail it.

 

Or you can get the mailing address for a Form 1040-V voucher at this IRS site.

First, choose your state there.  Then on the next page scroll down the table and find Form 1040-V and the mailing address.

 

Of if you don't want to mail anything at all, even though you told TurboTax you are going to pay by check,  you can still pay directly out of your bank account for free at the IRS Direct Pay website using ACH electronic withdrawal.

There is a service fee if you pay there at the IRS site with credit/debit card, and if credit card, the service fee can be hefty.   But there is no fee if you use Direct Pay out of your bank account.
