I don't know how an underpayment of estimated taxes penalty would prevent efiling, but I'm also not familiar specifically with Minnesota.   An underpayment penalty is a common occurrence on a lot of returns, at least on a Federal return.   Was it your state return that had the underpayment penalty?  Even so, I don't know why the state efile would fail unless it's something peculiar.   The forms list shows that the Minnesota Schedule M15, Underpayment of Estimated Taxes, can be efiled, so that's perplexing.

 

In any case, here's how to phone TurboTax Support.  Perhaps they can help you efile or ask them to refund your state efile fee.
