Your question is really unclear. Turbotax can't "deny" anything. If you prepared a return and e-filed it, the state might reject it if some piece of information fails to match their expectations. In that case, you print your tax return and mail it in.
If you never filed a 2018 or 2019 state return, they might be assessing tax now based on what they think your tax return would have been, by building a virtual return based on your wage information from the IRS. If you can prepare a 2018 or 2019 return, you may be able to show them less than you think, or even that you are due a refund.
