I contacted Turbotax support today with this same problem. The support person only checked to see if I needed to update the software. I did not, so she had no answer for me. Also said she couldn't find where this is an ongoing problem for other users. I guess she didn't look! Please provide the services we are paying for!! Why can't we upload a 1099 from our computer for the summary option? There is no way we are going to mail 200 pages of a report to the IRS.
