You can enter your taxes that were withheld without overriding the system.

Under Personal Income

Select Unemployment
Edit your existing 1099-g
Continue past Enter your 1099-g Info
Below the state entry click the box for Federal or state taxes were withheld on this payment.
You can now enter your withholding.
