The IRS is in the process of validating previously issued ITINs through a new, rolling expiration schedule - your wife's ITIN may be one of those that expired at the end of 2020, even though it had been renewed in 2019.

 

From the IRS article Last round of ITINs will expire in 2020:  ITINs with middle digits 88 will expire Dec. 31, 2020. 

 

Even if you don't think your wife's ITIN has expired under the IRS's new expiration schedule, you won't be able to e-file if their database has it  showing as "expired".

 

You can still print and mail the return, but your best option may be to assume it has expired and go through the renewal process.
