Over the years a filer had to meet ONE of these requirements:

 

1) AGI at or below the max requirement for that year (see amount by year below)

2) Or eligible for EIC (Earned Income Credit) aka EITC

3) Or active duty military (including Reservists and National Guard), with a higher income limit, and a military W-2.

 

Here are the income qualifications for the TurboTax IRS Free File Program (at one time called "Freedom Edition") for the last few years, according to my quick search of old forum threads.   These are the figures for non-military filers.   Military filers had a higher income limit.

 

2017 AGI  $33,000 or less
2018 AGI  $34,000 or less
2019 AGI  $36,000 or less
2020 AGI  $39,000 or less
