Any person is eligible for a stimulus payment or rebate as long as they can’t be claimed as a dependent by another taxpayer, and as long as they have a Social Security number valid for work (meaning they are a US citizen or a green card holder).
if your brother did not file a tax return last year and can’t be claimed as a dependent, the IRS might not have had his information to pay him around one or round two stimulus payment. If he files a 2020 tax return to report his Florida lottery winnings, the tax return will automatically claim the recovery rebate also.
Filing a tax return will also allow the IRS to identify him to pay the round three $1400 stimulus payment.
