When you print the return to be mailed, the first page is a cover sheet with the directions for what to include with the return and the address to mail it to. The 1099-G will be on that list of documents to include with the return.
When you mail a return it is very important to sign the return before mailing it. If it is mailed without a signature, it can be returned for you to sign it.
