There is no way to declare that you are a foreign national, or to declare your immigrant status, on a 2020 tax return. You are looking at information that is over a year old. And a news report and an online conversation are not official IRS sources. I can't find a definitive statement, but I have to assume that that requirement was dropped, since there is no way to do it, and no mention of it in IRS sources. For federal income tax purposes, a green card holder is treated the same as a U.S. citizen.
