I'm not a tax person, so I'm asking someone familiar with retirement reporting if they can help you during the day with that. Hopefully, they can make a suggestion.
In the meantime, here's something you need to clarify:
What kind of 1099-R do you have? You mentioned a "Federal annuity" and a "Federal lump sum payment." Is that a civil service annuity? You only said "1099-R". Is that a CSA-1099-R or a regular Form 1099-R? I suspect it may be the former.
You mentioned Boxes 12 and 13 of your 1099-R.
On a regular Form 1099-R, Box 12 is the FATCA filing requirement, and Box 13 "Date of payment" (certain death benefits).
On a CSA-1099-R, however, Box 12 is "State Tax Withheld", and Box 13 is State ID.
So that, plus your term "Federal annuity" makes me think you may be referring to a CSA-1099-R..

I'm not sure what you mean by "does not allow me to enter Box 12 and 13". Are you experiencing mismatched/misnumbered boxes on a screen called "Let's Verify This Entry?" Some users had a known issue with such a screen earlier this year that I think was supposed to have been fixed. They were helped by @ SteamTrain who I'll also ask to take a look here.
You said you are using "Maryland Edition." Does that mean you are you using the desktop software (CD/download)? If so, is your desktop program up to date? Have you run the "check for updates"?
@ dmertz Are you please able to assist this user when you are next in the forum in regards to why his state withholding from a Federal annuity and Federal lump sum payment didn't transfer from the Federal side to the state side? And his problem with entering Box 12 and 13 of his 1099-R, which I suspect is actually CSA-1099-R. Thanks!
