"ReturnState/ReturnDataState/WksA/KYTaxOnAdjustedIncome - Data in the return is missing or invalid."
This may be a message from the Kentucky e-file software, which means that you might have to call the Kentucky Department of Revenue to find out what it means.
On the face of it, you not reporting Kentucky withholding should not be a reject error, but in the state's message, they might mean something else.
"Yes, Ohio is the only state listed on that return. The city is listed as Florence, but I worked in Florence, Kentucky not Florence, Ohio."
Is this in boxes 15 through 20 on your W-2? I wonder if the Kentucky e-file system is confused because there is no city tax for Florence, Ohio? Was there actually an entry in box 19?
Unfortunately, if your employer actually sent your withholding to Ohio, then as Lenah said above, the only way to get it back is to file an Ohio nonresident return. That is the only way that Ohio will give it back to you.
OK, what are the values in boxes in boxes 15, 17, 19, and 20? (i.e., not your state and local income, unless you don't mind posting that on a public forum).
