Yes, the 1040X (now renamed to 1040-X) is normally one of the last forms to be made available in TurboTax, because it is not needed for original returns.
However, this year, Congress, the IRS, and the states have been "moving the goalposts" by making last minute changes on practically a daily basis, each of which requires design, programming, testing, and documentation, which takes time if you want it done right. All of this has distracted from the completion and the release of the 1040-X.
