TurboTax is aware of and investigating the issue with not being able to e-file the state after e-filing the federal. Here is an updated article with a link to get updates when this is resolved:

New York state does not want to receive paper forms, but will process them if they are sent. If you print to mail in TurboTax there will be a cover page with directions , what to include, and the address to mail to. Make sure you sign the return before mailing it.
