The IRS rejected my 2020 baby for the recovery rebate, but accepted her for my child tax credit.

My husband and I had 9 children as of 2020. Our eldest was too old for the stimulus payment (turned 19 in 2020). We received $5,900 and $5400 respectively in stimulus. Turbotax determined we didn't receive stimulus for our daughter born 2020 when I was filing. My return included the RR. The IRS counted her as a dependent, as well as for our child tax credit and additional child tax credit. Clearly, the IRS found the information on our newest child to be accurate. Why wouldn't they give us the Recovery Rebate?
