I hope this will help others having problems installing TT2020.
After several days of attempts, questions, research and advice, it turns out my antivirus was screwing up the installation ROYALLY. I had to uninstall TT2020, block the Antivirus and do a System Restore. It took several attempts to do a Sys Restore because the antivirus was blocking something preinstalled from TT2020, so I had to go back to a date prior to attempting to install TT2020. VIOLA! I reinstalled TT2020 and completed my filing yesterday.
I hope this information helps people with the similar problem.
