In Turbotax, there is a question about "are you affected by a natural disaster".
In any case, Turbotax doesn't care if you are on time or late, that's determined by the IRS when you file according to your address. (In other words, if you claim an extension but are not in an affected area, the IRS will disallow it.)
If you owe taxes, they must be paid by April 15, even if you have until June 15 to file your return. If you are expecting a refund, it doesn't matter if you are late or on time because the penalty for filing late is a percentage of the tax you owe, so if you are expecting a refund, there is no actual penalty for filing late.
