I am assuming that other choices like this have worked before and it is this one field that is posing the problem.
Could be a number of things. Best place to start is save the file, close Turbotax, then re-open it to give it a fresh chance to load itself correctly. If you are doing this on line, you may need to close and re-open the browser.
If it re-occurs. search for the phrase
"need to select a county."
or
"select county" here. If no one else has posted a similar question on the Ohio return, then before contacting Turbotax help, save, close everything down and re-boot the computer and try once more. this can save time on the phone, as it often is the first thing a help desk will ask you to do.
The Turbotax help desk does have a call back feature. You may need their help in downloading a new state file or update. Downloads can get corrupted. or even a new CD can have a tiny flaw. one 0 that should be a 1 is all it takes.
Been there, done that, lots. You have my sympathy.
