It's probably safe to assume that they are. There are, no doubt, analytics that surface that tell them why efilings are getting rejected and they should notice an unusual number related to Form 1116 to cause them to look further. Meanwhile, are you sure you have tried the following? If all of your foreign tax is reported on forms 1099-DIV for a mutual fund from an RIC, then:
1) Try to avoid using imported data. I do a compare of imported data one source at a time with manually input data to see if there are any discrepancies (i.e. does tax owed/refund change). But I file with the manually input forms.
2) Again if all your foreign tax is from RIC as passive income, don't separate over multiple 1116s and no need to have multiple columns per payer on a single 1116. The columns are for the scenario of multiple countries, not payers, and your country here is "RIC".
3) In the 1116 Comp Wks Part II under Date, enter 12/31/2020. You will not need to override to do this. Do not override on Form 1116.
4) Using File/Preview (desktop product), examine the actually Form 1116 that would be filed if filing paper. Forms View, despite its name, doesn't allow you to view the form (and in online product, there isn't a form view I don't think). Verify that "12/31/2020" is there in Part II for each "country" column you used. This should not be "Various" or "RIC", although "Various" has been correct in years past.
I can't guarantee these steps will be successful for you. I'm only saying these were the steps I took to get past this issue.
