Should the CA Health Insurance Penalty calculator leave no-penalty and mark the following months as Covered, after a month that was selected as Out of the Country?

It seems that the CA Penalty calculator incorrectly marks months as covered, after a month was marked as Out of the country. Example: I did not have coverage any month of the year. If I select that I was out of the country on September, the last table shows as C (I think it means Covered) for October, Nov and Dec and shows a penalty of $0.0 for each of those monts. And if I don't mark Sept as Out of the country, the last table shows Oct, Nov and Dec as "Not covered" and shows the corresponding Penalty. I think your software still has a bug calculating the penalty and my CA return was rejected twice because of your errors, please TurboTax fix this.
