That is correct. If your dependent only have ITIN, you can not claim Child Tax Credit. You can claim the Credit for Other Dependent on her on your taxes.

If you have not filed, to enter your daughter under Dependent, here are the steps:
In TurboTax online,
- After sign in to your account, select Pick up where you left off
- Select tab from the left panel My Info
- On the screen Your Personal Summary, scroll down to Dependents section to enter info.
