The Form 2210 is currently scheduled to be available on 2/25/2021.
If you need to file your return now without it, then IRS will have to calculate your penalties and bill you.
If you can wait until the 2210 is available in the software on the 25th of February, once it is released, you can update your software and then update your return and calculate your penalty yourself and then file your return.
