Why are efile non-supported 1040Es forms being added to my return when I am paying by check? Additionally is the 1040V accepted when efiling?

We could not e-file your return for the following reason:
Our records indicate that you are not entitled to efile one or more formsets.

Why can't  I e-file state only as I know it's the Fed that's screwing me up.
