Fringe benefits are generally included in an employee's gross income (there are some exceptions). The benefits are subject to income tax withholding and employment taxes. The laws have changed a good bit the last few years. You should not be receiving cash benefits on a 1099-MISC. Please review Publication 15-B (2021), Employer's Tax Guide to Fringe. It may be I am not understanding the situation or your employer is not aware of the changes.
To enter other income that is non-cash:
- click on Federal Taxes
- Income & Expenses
- Scroll down and click Show More next to Other Common Income
- Click Start next to 1099-MISC
