Last night I followed the instructions posted above for "manually" downloading the current update, and performed that. (No improvement in the IL-1065-V situation, but nothing got worse, either.)
This morning, TT had a new update dated 2/18/21 to apply, so I let that happen, and still no solution to the IL-1065-V not being "approved".
My Help>About TurboTax>Components shows now, after the 2/18/21 update:
ILPartnership is at version level 2020.1
S2020ILP1065 is at version level 2020.1.0.1
I still have the "not ready" status and in forms view the IL-1065-V has an error which states the form is not approved.
