I finally got it to work by skipping this step and moving straight to state. When it did the final review it caught a few boxes that needed zeros entered on the federal return and then everything processed. Until I paid and went to file. Then it said I was ineligible to file (turns out that is because state wasn't yet paid for, even though it never asked). I had to clear state and redo that, pay for state and everything finally went through. Seems a bit buggy this year..
