Curious.
My paper 1099-R does have State tax withheld in box 14, and that is what the primary data entry screen asked for. Apparently the paper form has changed since 2019. Last year, the state tax withheld was in box 12 in my paper form. My 2019 1099-R form did have a box 14, "state distribution." I was wrong when I said there is no box 13 this year; it is blank for me, "date of payment."
It's risky to change the box numbers in a form, which apparently IRS did. Then it seems TurboTax didn't deal with that in a consistent way.
