Victim of identity theft, but was not anything with IRS or taxes - do I have to still do 14039 and mail in forms?

Hello,

I was getting close to filing my taxes electronically and TurboTax asked if we had any issues with Identity Theft.  My wife had her identity stolen early this year and used for fraudulent unemployment benefits (we reported it and got everything locked, etc.).   We didn't get anything from the IRS to be concerned about someone trying to file fraudulent taxes.

Do I still have to do a form 14039 and mail my taxes in?  I would love to still do electronic and send my taxes in this week, but I do not know if this form is required for a non tax related identity theft.

Any advice?

Thank you.
