Based on that link, the taxpayer here is an Ohio resident for 2020 because they failed test ii.c. and ii.d.; they had an Ohio drivers license and Homestead exemption during the year 2020.
It seems that, beginning in 2021, the taxpayer is a nonresident as long as they spend less than 212 days per year in Ohio, and they would not go tax on the portion of the pension that is paid to them during their Ohio visits. They should file a statement of non-residency at least for 2021, to avoid getting letters from the Ohio Department of taxation next year.
