To pay with a credit/debit card here's the requirments (alternative below)
- Must be issued by a U.S. banking faciility in U.S. dollars
- Must have a valid U.S. billing address
- Must have a valid 10-digit U.S. phone number tied to it.
If that's not possible, then visit your nearest credit union (if military), U.S. embassy or consulate office and purchase a pre-paid VISA for the amount you need. While all U.S. embassies will have a U.S. banking facility in them, not all consulate offices do. So if a consulate office is closer to you, call them first to confirm they have a banking facility that sells pre-paid VISAs.
Once you have the pre-paid VISA, follow the instructions that come with the card and register the card online with a VALID U.S. mailing address and a 10-digit U.S. phone number. Note that the address and phone number must be valid. Of course, they don't actually have to be "your" address and phone number. They just have to be valid. (Maybe parent's address and number?)
It can take a few hours for your online registration to propagate to where ever it needs to be before the card will actually work. So you may need to be patient after completing the online registration.
