high deductible health plan

I got my 2019 health insurance through the Affordable Care Act marketplace (Obamacare). When I used Turbo Tax this year, it asked me the following question:  "What type of High Deductible Health Plan did you have on 12/1/2018?" Why does Turbo Tax ask this question? I think (but I can't remember for certain) the previous question in the Turbo Tax program was something like "Did you have a Health Savings Account in 2019?" to which I answered "No". In order to complete my taxes by the filing deadline, I answered the Turbo Tax program question that I didn’t have any High Deductible Health Plan on 12/1/2018 (which was one of the options it presented) and moved on through the program from there. After I filed my taxes, I asked my insurer if I had a “High Deductible Health Plan” as defined by the IRS (an “HDHP”). They didn't know. Then since I got my health insurance through eh Affordable Care Act marketplace, I asked them the same question, and they didn't know. Finally I called the IRS (since the term “HDHP” is an IRS invention) and asked them if I had an HDHP and they said it was an irrelevant question in my specific case, since I in fact didn’t have a Health Savings Account in 2019. So why does the Turbo Tax program ask this very specific question which appears to be "out of the blue" and isn't relevant to my particular situation? It seems to be confusing things rather than helping them as far as my situation is concerned.
