I can only imagine your frustration!
Typically the IRS wants a response to this notice in writing to include the following:
- A copy of the notice received.
- A written request to "unlock" your account. It can be very simple and even handwritten.
- A copy of ID such as your driver's license, passport, or other federal or state government issued identification.
- A signed paper copy of the tax return that was filed.
If your notice states different requirements, it is best to get them in as quickly as possible.
Your best bet is to contact the IRS using the information provided in the letter that the IRS sent to you with any questions or concerns.
However, as you have pointed out getting through isn't easy currently.
If possible, I recommend waiting to try them until the 17th of July or later, and try calling very first thing in the morning (7AM local time) for the shortest wait time (typically).
