Yes, the IRS requires either original documents or documents copies certified by the issuing agency. They will reject an ITIN application with plain photocopies.
You can also present original documents to a Certifying Acceptance Agent who can then attach a statement verifying photocopies of documents that the agent will attach to the application for you.
