TurboTax does not produce that form for Head of Household even though it might sometimes be required.
If married you cannot file HOH unless you did not live with your spouse at anytime during the last 6 months of 2019. If you did not live with your spouse at all in 2019 then in most cases the community property can be disregarded and the form is not required.
If you must have the 8958 (Community property income allocation) form then you can trick TurboTax by going to the personal information filing status and change the filing status to remove HOH and select MFS. Then search topics for 8958 and the interview should appear. Then complete the 8958 interview and when done go back to the filing status and change again to HOH and answer the HOH questions.
The 8958 form should remain and the search topics should now return to that form if you need to modify it.
