Self-employed insurance deductions

I earned money as self-employed during 2019. I also paid for FEHB health insurance premiums that I was able to keep as a federal government employee retiree. As a retiree I pay my premiums using after-tax dollars (while I was still working for the federal government the premiums were paid with pre-tax dollars).

My question is, can I include my premium payments as an adjustment to income (line 8a of form 1040 for 2019, taken from schedule 1, line 22) because of my self-employment?  My income from self-improvement exceeds the amount paid for my health insurance premiums.
