Are you referring to product fees, and did you choose to pay the fees out of the Federal refund, which has been delayed? And are they notifying you that they plan to debit your bank account? Did you previously ask them for a deferment? Talk to them again to see what you can work out.
There is a phone number in the FAQ below that you can call.
Hours are 5AM-9PM Pacific (8AM-12 Midnight Eastern), 7 days.
If you need to ask for a deferment, you should call them as soon as possible. Once they actually start the debit process, they say they can't stop it.

If you’re in need of assistance, call us by the Tuesday prior to your debit date at 1-888-808-1723 to speak with a trained specialist and mention “auto-debit”, or visit TurboTax Support.
