When you receive this error, it means that the number is not matching the database on the IRS end, even though it may match your records.
Sometimes this can be overcome by using the number -0- and sometimes it happens for reasons we cannot explain, which causes the return to be required to be mailed in.
You can also get this rejection if you have tried too many times (generally 5) with the wrong AGI.
