No. Lottory winnings are typically not considered earned income. The only exception to this would be in the case that you are a professional gambler (and the lottery happened to be your "professional game of skill"). The earning would then be subject to self-employment taxes. If you buy a ticket every now and then, it is considered "Other Income" on your tax return.
