You can prepare state taxes only, but you cannot electronically file the state returns. You would have to print and file by mail. Also, you would have to prepare your federal return first as TurboTax fills out the state program by first extracting the information from your federal return. You would tell the program you are filing both by mail and then only send your state return, not your federal.
