Q. Someone said file paper 2020 return. Does that mean I will still get my stimulus but get it next year? 

A.  Yes.  But, you'll have to wail until early 2021 to do so.  "In essence, the stimulus check acts as an advance of your 2020 income tax refund. This means when you prepare your 2020 income tax return, there will be a line to include the section 6428 credit. The credit on your 2020 return is subtracted by any amount received as a stimulus check in 2020. If the amount you received as a stimulus check is less than the credit you are due, the difference will be included as part of your 2020 refund. If you have been overpaid by receiving the stimulus check, however, you will not be required to return any excess amount".

"I told them they couldn’t do it" (claim you as a dependent).

If they meet the rules, for claiming you, they don't need your permission. 

 

" I have not lived at their house for 6 months during 2019".

There are two types of dependents, "Qualifying Children"(QC) and standard ("Qualifying Relative" [QR] in IRS parlance even though they don't have to actually be related). There is no income limit for a QC but there is an age limit, student status, a relationship test and residence test. Only a QC qualifies a taxpayer for the Earned Income Credit and the Child Tax Credit.  The 6 month rule applies to QC.  You may still be their QR, if your TAXABLE income is under $4200  (SSI and SSDI  are not income for this test).

"They got back $$ for me and lied and said they didn’t get back nothing for me".

The most they can get for claiming you, as a QR,  is $500. 

 

"I have 2 kids".

Who claimed them? That's usually the big $ issue.  If you do not have earned income, you get nothing for claiming them.
