For 2016 owe $1152 - Why does Turbo say I need to make est qrtly tax payments in 2017? as I paid 95% of the tax owed via 2016 witholding - IRS threshold is 90%. Optional?

Will adjust 2017 withholding to stay under 1000 owed or less for 2017. Thanks
