That "jump to" doesn't work well if you don't use the right case and exact term. The "jump to" for that topic will only work if you enter the search term exactly like this without quotes and all lower case:

I can tell you other methods. You didn't say if you are using Online TurboTax or the desktop version (CD/download). Here are the steps to enter a 1099-OID in the desktop version. If you are using the Online version, I can tell you the Online navigation steps, or there is an additional Online shortcut method I can tell you.
Federal taxes tab (Personal in Home and Business)
Subtab "Wages and Income"
"I'll chose what I work on"
Your 2019 Income Summary Page.
Scroll down to topic Interest and Dividends. (see image #1 below)
Choose subtopic 1099-OID, foreign accounts and click Start (or Update)
Next screen: Miscellaneous Investment Income (see image #2)
