I'm doing Stimulus Registration since I won't be filing a tax return. It says my transmission won't go thru due to personal info being missing or invalid. What's the fix?

I've double checked my personal info and it's all correct. I'm not sure what is preventing the submission. Does everything (names, address, phone, email) need to match old IRS tax return submissions we've done? We haven't filed since 2017.
