The web portal is only for nonfilers who do not meet the filing requirements and are not required to file.
If you have already filed your return, you do not need to do anything. They will very likely send you a check.
If you want the IRS to send you the fund through your direct deposit, and you did not provide that on your tax return, please wait. In the coming weeks, Treasury plans to develop a web-based portal for individuals to provide their banking information to the IRS online so that individuals can receive payments immediately as opposed to checks in the mail.
