If you file a tax return and claim dependents, yes, you'll get $500 for the dependents.

However, if you typically aren't required to file a tax return, this is what the IRS has on their website: 

• Since the IRS would not have information regarding any dependents for these people, each person would receive $1,200 per person, without the additional amount for any dependents at this time.

I have filed taxes before in 2018 I did for when I worked in 2017. Not sure if that would count in the system.
