You have to file Form 8889 if you made any contributions to your HSA in 2019 (including contributions by your employer or anyone else), even if you didn't spend any of the HSA money. When TurboTax asks you if you used your HSA to pay for anything in 2019, click No. Then continue through the rest of the questions about your HSA to finish filling out Form 8889.
