State eFile - Transmit my Return for CA State - Loop asking to update software - Software and Forms up-to-date

I honestly can't believe that this is an issue (and one that has been marked solved multiple times in this forum) and I'm having to debug/troubleshoot basic functionality in this software.
I can't eFile (which I've already paid for) my CA State taxes. After reading a variety of threads, I was able to eFile my Federal return just fine. Multiple threads - over a month old:

When I go to submit CA (and I see that the CA forms were just updated today per Install History), I am blocked because it wants me to update - when I go to check for updates,
CONDITIONS:
- Turbo Tax Premier on Windows 10 (latest version of the software - and forms)
STEPS TO RECREATE:
- Finish taxes
- Pay $25 State eFile fee via TurboTax Online Tool
- eFile CA State Taxes - click Transmit my Return
ACTUAL RESULTS:
- Receive error messaging telling you that you need to update software via Online menu
- Attempt to update software via Online menu and get this message saying you are up-to-date
EXPECTED RESULTS:
- My CA State return is eFiled
TROUBLESHOOTING / Wasting my time with workarounds:
- Tried deleting the CA State folder in C:\Program Files (x86)\TurboTax\Premier 2019\Forms and having TurboTax re-download - this buggy process didn't work - it basically never re-downloads the forms
- Tried Uninstalling and Re-installing (without actually touching the install directory) - this didn't work
The one thing I haven't tried so far is a COMPLETELY clean install of TurboTax 2019 Premier...which seems like a pretty extreme workaround and not something most people would be willing or able to do...the Updater functionality in TT 2019 is appallingly bad - please fix this bug and don't just point me to troubleshooting to check if my internet connection is working - the Federal eFile tranmission was fine and accepted.
