If you did not receive the letter from the IRS this year with your IPN, or you cannot find your letter, you cannot efile your return. You can still mail your return to the IRS. It will take longer to process, but since the IRS is currently not answering the phone, that is your best option if you want to file your return now.
You will need to print, sign, date and mail your return according to the instructions that print out with your return.
